Ifeile Investments Awarded €4.6 Billion Capital Formation Mandate for Lithuanian AI Gigafactory - Luxembourg / Kaunas - 03 August 2026

Ifeile Investments, the Luxembourg-based investment and capital formation firm, has been awarded a mandate by the Gintaras Consortium to lead capital formation for the development of a major European Artificial Intelligence Gigafactory in Lithuania under the European Union’s AI Gigafactories (AIGF) initiative.
The mandate covers the capital formation strategy for a project with an anticipated overall investment requirement of approximately €4.6 billion, encompassing the development of the AI infrastructure, advanced computing capacity, data-centre infrastructure, power and connectivity infrastructure, technology deployment and associated facilities.
The Gintaras Consortium is preparing its bid for the European Commission’s AIGF programme, with Lithuania positioned as a potential host location for a next-generation European AI infrastructure platform.
€4.6 billion investment Programme
Under the mandate, Ifeile Investments will work with the Gintaras Consortium and its strategic partners to develop and execute a comprehensive institutional capital formation programme targeting:
* Infrastructure and project finance;
* Institutional equity;
* Strategic technology and infrastructure investors;
* European and international development finance institutions;
* Private capital and alternative investment funds;
* Long-term infrastructure investors;
* Sovereign and strategic capital; and
* Other appropriate sources of debt and equity financing.
Ifeile will also support the development of the project’s investment proposition, capital structure, investor strategy and financing programme, working alongside the consortium and its technical, governmental and financial partners.
The mandate represents a significant expansion of Ifeile Investments’ infrastructure capital formation activities and builds on its strategy of connecting large-scale infrastructure opportunities with international institutional capital.
Building European AI infrastructure
The proposed Lithuanian AI Gigafactory is intended to contribute to Europe’s strategic objective of developing sovereign and competitive AI infrastructure within the European Union.
The project is expected to combine large-scale accelerated computing infrastructure with the power, data-centre, connectivity and supporting infrastructure required to operate one of Europe’s next-generation AI platforms.
The AIGF programme forms part of the EU’s wider ambition to substantially increase Europe’s capacity to develop and deploy advanced artificial intelligence, while strengthening European technological sovereignty and reducing dependence on infrastructure outside the Union.

Commenting on the mandate, Jean-Luc Bressard-Kayode, Principal, of Ifeile Investments, said:
“We are delighted to have been appointed by the Gintaras Consortium to lead the capital formation strategy for what has the potential to become one of Europe’s most significant AI infrastructure investments."
“A €4.6 billion investment programme requires a sophisticated and diversified capital strategy. Our role is to bring together the institutional, infrastructure and strategic capital required to turn an ambitious European AI infrastructure project into an investable proposition capable of attracting international investors."
“Lithuania has an opportunity to establish itself as an important European centre for advanced AI infrastructure. We are proud to be supporting the Gintaras Consortium in that ambition.”
A representative of the Gintaras Consortium added:
“The appointment of Ifeile Investments reflects the scale and international ambition of the Gintaras AIGF project.
Their experience in infrastructure investment and capital formation will be instrumental as we engage with institutional investors, development finance institutions and strategic capital partners across Europe and internationally.”
A long-term infrastructure platform
Beyond the initial development programme, the project is being conceived as a long-term AI infrastructure platform capable of supporting the rapidly growing requirements of artificial intelligence companies, research institutions, technology providers and other high-performance computing users.
Ifeile Investments will work with the consortium to develop a capital strategy capable of supporting both the initial development programme and the potential future expansion of the platform.
The mandate is subject to the successful progression of the Gintaras Consortium’s AIGF application and the completion of the relevant investment, financing, governmental, regulatory and contractual arrangements. The €4.6 billion figure represents the anticipated overall project investment requirement and does not constitute capital already raised or committed.
